Pharaoh’s heart was hardened against God, which meant that he was rejecting God. God unleashed His judgment on Egypt, giving Pharaoh chance after chance to listen and obey. God didn’t want the people to suffer. He didn’t want Pharaoh to suffer. God was trying to show Pharaoh that He was the true Lord.
Our Bible readings over the 9 plagues come from selected verses in Exodus chapters 8-10.
So the heart of Pharaoh was hardened, and he did not let the people of Israel go, just as the Lord had spoken through Moses.

The plagues caused utter devastation across the land of Egypt. God delivered His people and kept them safe, however, by excluding the land of Goshen from the terrible happenings.
